The Productivity and Quality Council
(PQC) of Cebu is a private sector-led, collegial and recommendatory
body tasked to promote and champion productivity in the export sector,
specifically the export winners in Cebu.
The PQC-Cebu was organized
in 1995 as the province’s Area Productivity Council (APC) following
the move of the Export Development Council (EDC)-Networking Committee
on Productivity to create APCs in selected growth centers of
the country. The organization of the PQC-Cebu was spearheaded by
the Department of Trade and Industry (DTI)-Cebu Provincial Office
which also serves as the Council’s Secretariat.
The PQC-Cebu aims to
contribute toward improving the export performance of Cebu’s existing
export winners through :
- awareness education/campaign,
- coordination with productivity improvement-oriented
organizations in fusing/integrating services and programs,
- experience exchange,
- technology promotion,
- information source, and
- policy advocacy, especially at the
local level.
Led by Productivity
Champion and Chairman Rogelio "Roger" Q. Lim, the PQC-Cebu
is composed of 21 membership positions from the private and public
sectors: Philexport-Cebu, Mactan Export Processing Zone Chamber
of Exporters & Manufacturers (MEPZCEM), Philippine Quality and
Productivity Movement (PQPM)-Cebu, Visayas Association of Quality
Circles (VIAQC), Personnel Managers Association of the Phils. (PMAP)-Cebu,
Academe sector presently represented by the University of San Carlos
(USC), Department of Labor and Employment (DOLE)-Region 7, Regional
Tripartite Wages and Productivity Board (RTWPB)-Region 7, Department
of Science and Technology (DOST)-Region 7, National Economic Development
Authority (NEDA)-Region 7, Technical Education and Skills Development
Authority (TESDA)-Region 7, DECS-Commission on Higher Education
(CHED), and the LGUs of Cebu, Mandaue and Lapu-lapu City.
Since 1997, the
PQC-Cebu has spearheaded a number of activities promoting productivity
and quality improvement, particularly in the area of increasing
exporters’ awareness and appreciation of productivity programs.
These activities included the conduct of the 5S/Productivity Theater
Approach, the 5S In-Plant Campaign (training component), P &
Q fora, seminars and conferences, and other projects supporting
nationwide efforts to promote productivity improvement (e.g. National
5S Campaign, National Action Agenda on Productivity or N.A.A.P.).
For 1999-2000, the PQC-Cebu has set priorities for the expansion
of the 5S in-plant campaign, promotion of the industry clustering
approach to development, and continuing support to N.A.A.P. endeavors
(e.g. Productivity and Quality Award).
